Liberation War?
I'm playing a small game with 4 players and early on Teddy conquered Cleopatra's only city, her capital, so now she is out of the game (no diplomacy panel). And being relatively friendly with her I would like to declare a liberation war on America and liberate Ra-Kedet for her. Is this possible? I have the Diplomatic Service civic unlocked, but I dont see the option for a liberation war...

I had hoped to restore freedom to the people of the city state Buenos Aires as well after they fell prey to the warmongering of Frederick Barbarossa.
However even tough I was their suzerain at the time of conquest I don't have a casus belli to liberate them through the 'diplomatic service' civic, probably because they were conquered before we 'invented' that reason. I'd like to see this added in a patch.

I think Liberation war is only for your own cities, so if someone took one of your cities in a previous war. I never brought back a civ from extinction, but if Civ V is an indication it is possible.

No it does work for allies.. only problem is, she is dead now, so not your ally.. I'd just do casus on america, ignore the denoucements, liberating her city should cancel out any bad press.

I was able to conquer and Liberate the Egyptian capital. I declared Cassus Belli and took the capital and liberated it, however Cleopatra did not appear on the top right of the screen. If you click on Ra-Kedet her diplomacy panel opens, but clicking on the buttons does nothing... I don't understand why, I assume its a bug, i would really like to trade a city and help the Egyptian empire grow and return from the grave so to speak...

You are able to liberate city states. When the keep city button comes up, it usually gives two options: Keep city or raze city; however, there is a liberate city option when you capture a city state that has been conquered by a player.
