I see many from China playing... not sure why it would be region locked.
My suggestion would be to contact Steam Support about activating your game.
Perhaps he should enter the key into Steam as a non-steam game to see if it takes in that fashion?.. otherwise I guess your above suggestion is all he has. My above comment was more saying why would his copy be region locked. German game laws reduce gore and anything hitler and I figure this game falls pretty short on both fronts. When I lived there I bought all my games in KTown to avoid such restrictions :)
That would probably work, unless china has a specific issue with the game, germany for example only allows green blood.. it shouldn't be region locked. Many uk players buy from usa sources and use thier codes on steam without issues. And not so long back people would buy from hongkong because it was cheaper still.
