A religion. You can't launch an inquisition for a religion that isn't yours, just like you can't evangelise it. But you can build apostles, so use those for defence if you must. If you're a bit careful, they won't die and are worth their high cost.
Do keep in mind that any apostles and missionaries you build belong to the majority religion of the city you're building them in, so if you want to defend against a specific religion, don't do it with units that adhere to it.
If you did not start a religion... then it is assumed that you dont care which religion you have. Likewise, how does the AI really know which religion to cleanse... since none are yours? However, Apostles can still fight... and you can still use them when you have someone else's religion. Just becareful about spreading someone else' religion... they may win the religious victory condition (and cause you to lose) and your the one who helped them.
I'm currently playing through a game where I missed founding my own religion. Hinduism is a better fit for me than Islam or Zoroastrianism (both of which benefit rival civs while carrying little benefits for me), and I am a majority Hindu nation so it just seems logical that I should be able to start an Inquisition to purge the other religions from my borders.
