Military engineers are awesome... you can make small airports as well. However, they are similar to builders and have charges. You get them from one of the encampment unlocks and a tech unlock.

I think they need to be in your territory too, can't build them outside unlike roads and airstrips. Unless my engineer was standing on a hill and I didn't notice.

Flat ground, inside your terrirtory, don't place near a newly captured city or it won't work until you make peace with previous city owners.

can an engineer build a road on more than two tiles at a time, or do you have to make one for every two tiles you want a road on?

As far as i know, one hex of road costs one charge - so two tiles is all you get.
There are ways to mod it higher tough - and i personally feel that the road building amount the unit can do is not worth the cost.

Building roads shouldn't cost charges. It shouldn't take 4-5 military engineers to build a single road between two cities...

I think it's not intended so much for connecting cities, as for making little bits of extra road to aid military endeavours.

I agree, and i've used them myself mainly for that. But it still feels like an expensive piece of road plated with 24 karat gold :P

Traders won't always build the roads you need when you need them. The point is, that whilst military engineers can build roads, it's so incredibly expensive to do so that the ability is almost entirely worthless..
