what does this actually do in game?

Melee units excert a zone of control on every hex adjacent to them. Enemy units entering one of those hexes are forced to stop. So if you want the enemy to not be able to just run past your ranged units, take this promotion.

If an enemy unit moves into range, they lose all of their movement points. not really useful unless your dealing with a ton of cav units

Also allows you to besiege a city with ranged units that have this promotion. Could be useful if you have many ranged units and little to none melee units.
