Own all DLC and expansions, but can't switch gamemode from Standard to Gathering Storm

The drop down is grayed out and I only have to option for a standard mode... I want to use the Gathering Storm expansion and can't... Any help would be appreciated... *Note: I have already run the file verification, and completely uninstalled and re-installed the game/packs etc... Halp! LOL

At the main menu, click on "Additional Content", then click on "Mods". In the left panel of the window that opens, look for the two check-boxes. Make sure a check mark is in the box labeled "Official Content", and make sure that the box labeled "Community Created Content" is empty. Now, below those boxes should be listed all of the content that is properly installed. Look for the box "Expansion: Gathering Storm". If that box is absent, then the Gathering Storm expansion is not installed correctly. If the box is present, but in the upper-right corner of the box it is marked as "Disabled", then the expansion is installed but has been disabled for some reason; in that case you will need to enable it before you can use it.

If the box is present, and in the upper-left corner of the box it is marked as "Enabled", then something else is preventing you from selecting the Gathering Storm rules set when you create a game. The most likely cause would be outdated or conflicting community mods, so if you are using any mods make sure that they have all been updated to work with the version of the game you are playing, and that none of them conflict with any of the others. Also make sure that they are all compatible with Gathering Storm; an incompatible mod might prevent you from selecting that mode because it will not work correctly.

If the above dont work and the expansion is downloaded in steam delete mods.sqlite in my docs civ 6 folder
