What Civ VI really needs is a way for military units in your own territory to eject non-hostile units from a tile peacefully, as a sort of right-of-way yielding of the tile by the foreign unit. This would stop intentional and unintentional griefing by tile denial with units during peace.
Since such a mechanic does not exist, the only ways to access a blocked tile is to wait until the unit's owner decides to move or to declare war.
At least responding to this topic bumps it.

Vampires can solo wall-protected enemy cities on Deity, you can get over 1000 culture as well as thousands of gold if you exploit culture and x2 trade routes from Gilded Vaults.
20% faith to gold, culture and science is also broken as it eliminates the only weakness godly Russia otherwise has.
Haven't toyed with Hermetic yet, but it probably also has something OP to it :)
Hermetic Order is broken in a bad way. Ley-lines are basically non-existent (so far has never seen any of them),so their "initiation" bonus is useless. Not sure why they didn't fix this in the latest update.
