Report a translation problem
1) User error
2) An issue with the map or map type. (this is far less common than it was right after GS launch)
The only time I've run into a situation where I wanted to place a dam and couldn't, it turned out I wasn't looking closely enough, and miscalculated, or I accidentally built something else in the wrong place. I've begun using map pins when I make a city plan to avoid some of that.
I always use map pins, I place them same river both floodplains. People have said you can't place if there's a district on one of the tiles which is wrong because I was able to in one game. The idea of it itself is broken because they say it has to go between two floodplains with the same river name which makes sense right? But it doesn't take up two tiles and the animation even moves over to one so why not just make it a one tile placement in a floodplain next to a river which makes sense and solves the issue of it just not working even with conditions met.

This problem can happen to any district, and isn't related to the difficulty that can arise in understanding which tiles are valid locations for a dam.
Interesting, I've had no issue with other districts, maybe it's just gathering storm districts ie canals and dams. I purposely just put down districts before iron to make sure when it spawns I have all my districts placed/unbuilt so I don't lose adjacency. I've had iron spawn on them and it was fine.
1. The marked hex only touches the river with 1 side, not with 2, so it correctly can't be build there.

3. Wich tile are you refering to in particular? The tile left from the industrial zone should be able to build one, the tile down left from it has the same problem like in the first 2 screenshots.
You would assume that would just mean on either side of the river having flood plains.
