Limit on how far away a district can be built?
I'm playing a game currently where I'm fortunate enough that I have an entire continent to myself, so I've got my cities fairly spread out to give them room to grow.

My capital is getting cramped and I wanted to build a neighborhood, but it's either because it's rather far out away from the capital, or can I not place a district on jungle tiles without first clearing the jungle?

All your districts can only be built as far as 3 tiles away from city center - except for Encampments, that can't be built adjacent to city centers, so only in the outer 2 rings.

Anything can be built on jungle (rainforest) tiles after researching Bronze Working. So, if you already going for neighborhoods you should already have Bronze Working for a long time, now.
