How do I greet leaders?

Is there a way I can greet leaders when I enter their district? and how? thanks

I'm not sure if you mean when you are first meeting them or if you wish to talk to them. Greeting them just depends on when one of your units meet one of their units, or if one of your units meet one of their cities. This is also the same case as for other players.

If you're just talking about bringing them up to interact with them, you can either click on one of their cities or just click their portrait at the top right of the screen.

Yeah, I mean like once I see their city - how can I talk to them. like Once I saw a city for the first time and I couldn't talk to them - No top right portrait

That might have been a CS then. They don't have the portraits and don't have a very extensive diplomacy part. You can sent envoys if you have them.
And if you are the suzerain, you can levy their military.

All done via the City State panel, one of the icons in the top right corner, right of the Civ icons.
