If you're just talking about bringing them up to interact with them, you can either click on one of their cities or just click their portrait at the top right of the screen.
Yeah, I mean like once I see their city - how can I talk to them. like Once I saw a city for the first time and I couldn't talk to them - No top right portrait
And if you are the suzerain, you can levy their military.
All done via the City State panel, one of the icons in the top right corner, right of the Civ icons.
