Can't vote in any World Congress

First game I've played since the Maya/Gran Colombia additions, and for some reason, the game won't allow me to participate in World Congress at all.

The first symptom was, I couldn't end my turn because it said there was a vote, but clicking on the vote button did nothing. I had to Shift-Enter to let the game progress. I figured at first the bug just applied to resolutions about civs I didn't know, on the far side of the world, but I'm well into the Industrial Age and still haven't gotten to a World Congress voting screen.

Any ideas? I do have a fair number of mods, but none had ever really caused problems until the latest patch/expansion.

Are you suffering a Diplomatic Favor penalty that leaves you stuck at 0? (penalty from capturing capitals is the most common. global warming penalties don't become severe until late game)

No, I've actually got a large positive diplomatic favor number.

Changes to the game, such as when a patch or expansion is released, are exactly how a mod that is working correctly suddenly stops working correctly. Check the workshop page for each of your mods to confirm that they have all been updated to work correctly with the version of the game you are playing, and that they are all compatible with the content that you have enabled. Remove any mods that fail either criterion.

That makes sense, and poking around the workshop did fix a different problem I'd been having, at least.

There's supposed to be a way to tell what the current World Congress resolutions are, right? I can't find the button for it anywhere, or it's non-functional for me.

In the upper-right-of-middle of the screen are the portraits of your leader and the other leaders you have met in the game. Just to the right of your leader's portrait there should be a world congress button. If you mouse-over that button the tooltip will tell you how many turns there are until the next session of congress, and the button itself has a visual indicator representing the progress toward the next session (a circle filling with blue). If you click on the button then the world congress window will open, and if you click on the "Active Effects" tab then you should be able to see everything world-congress-related that is currently active, including the last resolutions that passed.

Thanks, that's what I thought. When I click on it, I just get a "button click" noise, but no world congress window opens.

For the record, it turned out to be my first suspect, the "Ages of World Congress" two-part mod, which was at fault. It appears to be one of those mods that doesn't get completely disabled or removed from a saved game after you disable it. Once I removed the mod completely, the game wouldn't load at all, due to the absence of that mod.

So, mod that hasn't been updated in over a year causes problem.

I've currently run into an issue where the WC constantly badgers me to bring up Resolutions that I've previously passed on. Suddenly, a vote for an Emergency came up and I can't confirm my vote because I "Need to vote on all outstanding issues", even though there's only one.

Needless to say, this is a game-breaking bug, since you can't progress without voting. Restarting the game might fix it, haven't tried it yet.

I am having the issue where there I need to vote on an issue concerning great people. There are no more great people and I can't vote unless I choose a great people category. I can't go forward either. Any ideas?
