Perhaps your install is messed up.
Are you logged into My2k?
Did you try deleting the mods.sqlite file?
This is the file that keeps track of the DLC, and deleting forces Steam to check it again, this may fix it up for you.
It can be found here:
C:\Users\USERNAMEHERE\Documents\My Games\Sid Meier's Civilization VI
One other thing to try is during the uninstall/reinstall process is making sure to delete the games install folder between the uninstall and reinstall. Steam doesn't actually empty that folder during the uninstall process, so it is possible for things that shouldn't be there to stay there making the uninstall/reinstall pointless.
Reason why cloud games no longer work..
the reason Play-by-Cloud isn’t working is that it was purposely disabled. A statement from a Civilization spokesman provided to Bleeding Cool tells us, “Due to a huge spike in users over the last couple of days, we temporarily disabled Play-by-Cloud services to improve online stability. We’re in the process of determining the best solution to bring functionality back for all players and will share an update once complete.”
So Civilization VI devs are aware of the issue and are working on restoring Play-by-Cloud, which is not broken, but purposely disabled in order to stabilize the servers following the demand caused by the release of the new content pack and the free offering of Vanilla Civ on the Epic Games Store. Hopefully, they’re able to get the service back up and running soon, lest we all become far too productive without those turns to take.
Just enter to Multiplayer in lobby room to any player and then the left room. After then enter to Multiplayer (Unified Pc Play) and host the game or join to created game.
