Do you get Strategic resources like coal as the Suzerain of a City-State that has those resources?
If it's in their borders and they have a mine and you are Suzerain, wouldn't you get it? I'm in a game and I have this exact scenario with coal but for some reason I can't build a battleship in my harbor city and it's not showing in the top bar.

Presumably, yes ... that's how it's supposed to work.
Something that might change the way it works though is if the City-State does not know what coal is? I don't know the rules about advanced strategics within suzerained city-state borders, so maybe that's not a thing, but that's something that comes to my mind.

Did you try appointing the City-State governor and promote her to the strategic resources buff?

Which ruleset are you using? If it's GS, you need to have enough coal to build the battleship. I thought they used oil, tho.
