Report a translation problem
On my PC I go to (E:)> STEAM> steamapps> Common> Sid Meier's CIV VI> DLC:
It has all my downloaded DLC's except for the New Frontier Pass content like the Maya and Grand Columbia.
When I launch the game, it is still Gathering Storm content: Main Menu> Additional Content:
- It lists all expansions and DLC's, nothing about New Frontier.
I then go to my leaders and do not see the characters for Maya or Grand Colombia.
I constantly check my files, STEAM, and in game content every time I re-install.
What you need to look for is "Maya and Gran Columbia Pack", and you need to check to see that it is enabled. If it is not enabled, then you need to enable it.
After that, return to the main menu. Click on "single player" and then click on "create game". Do not click on advanced setup. Click on the dropdown box for "Choose Civilization" and look for Lady Six Sky and Simon Bolivar in the list of possible leaders. If they are there, then the DLC is installed correctly and working.
Additionally, if you use any configurations that you created before this DLC was working, you will need to delete those configurations and create new one. Older configurations will not have the civs from the new DLC in them. This is true each time a new DLC is released, so keep that in mind because the New Frontier Pass is going to give you a new DLC every two months, and each time you'll need to delete your old configurations and make new ones.
It needs to first be active in Steam: easiest place to check is right click on Civ VI in your steam library and then select the DLC tab. Make sure Maya and Gran Colombia DLC is checked.
Then make sure it is enabled in-game via the mods interface.

The leaders have never been there and I have checked every time. There is nothing to enable... other than Scout Cat. Everything else is literally just the old stuff. Nothing about the Maya or the Gran Columbia.
I have checked STEAM and the game.
STEAM:
- Everything is enabled and says it will install.
GAME:
- Does not show anything regarding the leaders or New Frontier.
STEAM says it will install, and it does, with the exception of the New Frontier DLCs.
So I went back in and followed the advice above and sure enough the new players are there.
Don't look for Frontier pass when you start up, it is still Gathering Storm but with two new players and if you play one of your favourite characters you will see new 'stuff'. I was looking at the scout, who has 3 dogs now, when a meteor storm hit. And this was when I was not in the new packs. Hang in there.

1) Exit Steam.
2) Launch Steam.
3) Go to your Library and select Civilization VI.
4) Scroll down to the DLC section (on the right), find and click on the link "Manage My # DLC".
5) In the window that opens, find the entry for "Maya and Gran Columbia Pack" and remove the check-mark from the "Enabled" box, then click the "Save" button at the bottom.
6) Right-click on Civilization VI in your library and choose "Properties", then click on the "Local Files" tab. Find and click on the "Verify integrity of game files" button, and complete that process.
7) Reboot your computer.
8) Launch Steam.
9) Go to your Library and select Civilization VI.
10) Scroll down to the DLC section (on the right), find and click on the link "Manage My # DLC".
11) In the window that opens, find the entry for "Maya and Gran Columbia Pack" and put a check-mark into the "Enabled" box, then click the "Save" button at the bottom.
12) Right-click on Civilization VI in your library and choose "Properties", then click on the "Local Files" tab. Find and click on the "Verify integrity of game files" button, and complete that process.
13) Reboot your computer.
In theory, after this process, the pack should be installed correctly.
Correct, never shows up. After about 5 or 6 uninstalls and reinstalls, nothing.
