Yes. It just might require a few restarts until you get a map that has 4 luxury resources where you can build a city in the middle of.

Can just turn up resources in the settings. Shouldn't be too hard then.

Easily possible. I think it was the first achievement from this expansion that I got.

On maps that have luxuries on water off coasts, this can be very quick and easy. A mix of land and water luxuries around a coastal town is a pretty common find.

maps can be really weird. My last game I had 5 aluminum in one town, not by rushing a settler to run over to this prime location but poofed in when I discovered the resource. No one else had any and I sold it for 10/turn for the rest of the game to everyone else. You do get a bunch of luxury piled up too, often copies of the same one, but it all trades :)
