I rely heavily on City States and Envoys the way I play.
So yes, they are worth sending as many Envoys as possible.
And using the civic bonuses to ramp up envoy production.
I also use the civic that increases gold by 1, for every envoy that you send to a city state.
That is a killer bonus.
I put one envoy in a city i had 0 in. Also had another city state of the same type, that had max envoys (6+). It had no effect...
(My question had nothing to do with civic bonuses and theres no point keeping a city state just for 3-6+ gold, theres far better civic bonuses mid-end game and you would get far more gold from capturing the city and building a commerce district/bank etc.)
3 and 6 envoys give bonuses to all districts of the appropriate type in your cities (with production and military CS only giving a bonus when the city in question is producing buildings etc or units, respectively.
Having multiple has stacked when I've done it.
Multiple city states of the same type bonus (eg: building production)
Tested as follows:
Hong Kong, Buenos Aires, Toronto: bonus +2 production for industrial zones (for 3, 6 envoy) when building wonders, buildings, districts.
Checked production on two cities (one building a wonder, another a district). The numbers I give are the production totals thus far.
With Toronto (6 envoy), Hong Kong (1 envoy), Beunos Aires (1 envoy):
377 --- next turn ---> 487
603 --- next turn ---> 686
With Toronto (6 envoy), Hong Kong (3 envoy), Beunos Aires (3 envoy):
377 --- next turn ---> 493
603 --- next turn ---> 690
Difference showing stacked City State bonus
District: 493 - 487 = 6 increase (2 x city state bonus plus civic bonus)
Wonder: 690 - 686 = 4 increase (2 x city state bonus)
There are some other multipliers and such involved but with nothing else different except sending 2 envoys to Hong Kong and Buenos Aires, the extra production can be seen.
So far it looks like only one of them give me the bonus. I will test more in my next game but really wanted to get the communities view on this.
