Happend to me too. I sent all the missions to mars and instead of my victory screen I got a defeated screen. Just to confirm that I didn't lose to any other victory condition I press the wait one more turn button to see the victory progress tab and sure enough all the other nations were not in a position to win.
Not happy spending two weekends for this. :(
It looks like one of the AI opponents failed to found their first city and was somehow listed as an Unmet Player for the whole game, so it was impossible to fulfill the condition of owning all 12 capitals as there were only 11.
So when I captured the last remaining capital (but not all cities) nothing happened, but when I wiped out the last opponent I triggered a Cultural Victory instead.
I have the same issue.
Maybe adding city-states has corrupted Domination Victory? I see additional 2 unmet players, but whole map has been revealed.
Very disappointing, I don't think I would play CivVI soon. And I won't buy the "Rise and fall".
In a game setup with 12 civs you need to "conquer all capitals" while code-wise the game probably reads it something like "conquer (12-1) capitals".
By capturing the first settler from another civ, they will never get a capital for you to capture and you won't be able to reach the 11 capitals goal...
