For the achievement you need to use the spy.
Yes but the problem is that when I go to place a spy in a city, it says there aren't any great works at all. I can't even attempt to steal them because it won't even let me go to the theatre districts because there are no great works there. I have had spies with a promotion before, and even then it won't even let me into the theatre district.
i have to agree with you that the math is not adding up, he shouldn't have enough storage for all of the great works he has, and you should be able to see 2 writings from the amphitheaters.
That's what I thought, thanks. Wasn't sure if the reason I couldn't see them was because I was missing something.
