After Update Start With City, not Settler?
I don't know if it's a button I have to click somewhere to have the game start with a settler again or if the update just decided it'll give you a starting city now.

Other things I've noticed:
Game crashed on me first time ever.
Civs build a bunch of cities next to me then hate me because I settle too close.
Canada had a city named Zulu.
An enemy pikeman spawned in my city outskirts.

You always start with a settler, never a city, including after the latest patch. Are you using any mods? If so, have they been updated to work correctly with the new patch?

Nah, don't use mods. Just logged in for the first time and boom - city. Logged out an created a new game and same thing two more times.

Don't know what to tell you.
Your install is bugged.

I have played multiple matches now since game came out, dlc other day.

And have not had this happen.

Your not using the ynamp right?
That map pack adds cool scripts but also ability to start with cities not settlers and more than 1 city at that.
Could be something glitchy with mod.

If you truly don't use mods then uninstall your game, delete anything left over in documents, also check mygames folder in there to make sure it did put civ6 in there and reinstall.
Could be a botched update, something updated wrong and now you have a city instead of settler.

However, this is NOT a new addition to civ 6. So something is wrong on your end game doesn't do that by default.

You aren't starting with extra pop and units "once" settling your city right?

If you choose an era to start in other than ancient it will give you additional units at start and sometimes when founding the city also depending on era selected.

So if it's on classic or medivel instead of ancient that could explain more cities and pikeman from the start.

Check under advanced settings before starting the game to see if it's ancient or something else.

Only issue I've had with Settler's is that he action buttons don't show when they're first highlighted. I have to move off the settler onto another unit (like the warrior) then move back onto the settler to see them, and be able to found a city.

I had the same issue, uninstalled the game then installed, same thing.

Solution: Disable some third party mods/maps. Started with Settler rather than auto build city.

PC, not console; have the same issue even without mods running, and happens for all settlers throughout the game not just the 1st one.

Weird, I have played tons and nv seen this, also I play across multiple platforms.

Weird hopefully they are making a fix.
I play vanilla version with all dlc, no mods for me
