Your install is bugged.
I have played multiple matches now since game came out, dlc other day.
And have not had this happen.
Your not using the ynamp right?
That map pack adds cool scripts but also ability to start with cities not settlers and more than 1 city at that.
Could be something glitchy with mod.
If you truly don't use mods then uninstall your game, delete anything left over in documents, also check mygames folder in there to make sure it did put civ6 in there and reinstall.
Could be a botched update, something updated wrong and now you have a city instead of settler.
However, this is NOT a new addition to civ 6. So something is wrong on your end game doesn't do that by default.
If you choose an era to start in other than ancient it will give you additional units at start and sometimes when founding the city also depending on era selected.
So if it's on classic or medivel instead of ancient that could explain more cities and pikeman from the start.
Check under advanced settings before starting the game to see if it's ancient or something else.
Not console?
Solution: Disable some third party mods/maps. Started with Settler rather than auto build city.
Weird hopefully they are making a fix.
I play vanilla version with all dlc, no mods for me
