Observation Balloon not imparting bonus.
Since the patch the Observation Balloon no longer gives range bonus to Artillery. It is effectively useless.

It does give the bonus, just once instead of based on how many balloons you have (because 7+ range artillery was lol). The balloon gives +1 range to all units adjacent to it (not on top of it).

No, it doesn't. Artillery with OB both linked and unlinked, same tile or adjacent = no range bonus (artillery still only has 2 range).

edit: Correction, adjacent does work.
