Captured Forbidden City doesn't provide extra policy slot
Both before and after the Fall 2016 patch, I've played games where I captured the Forbidden City from another civ and did not get the bonus government policy slot.

This holds true for capturing Big Ben, Potala Palace, and Alhambra with their respective policy slots. This feels intentional.

Yeah,this sucks. They should give you the extra policy,makes no sense what so ever.
