Pink tiles?

What does it mean when buying tiles, sometimes a tile appears completely pink? It still can be bought, but there doesn't seem to be any pattern as to value of the tile, it may be a valuable resource but it also may be an ocean, or a worthless mountain.

It's what the city's going to expand to next. If you look carefully, you'll see it even says how many turns it'll take, but the colour selection makes it quite hard to read.

also, you have to zoom in to see how many tuns to grow
