You need more than one copy of the game to play LAN games.
Hot seat works fine, though.
What happens if you put the LAN network off the internet? can you still play in LAN? can you start the game on two computers at the same time then?
If this works: can you enter/create a LAN game without internet (should be possible)? can two games with the same license key connect to the same LAN game? is this tracked and is the data compared afterwards and you get repercussions for opening the game on 2 computers at the same time afterwards?

Those are the steps I would follow. But depending on how steam manages things, several of those steps could be broken.
They actively don't want you to play multiplayer with one copy. They're trying to stop you from doing it. With the exception of Hot Seat, where you both take turns on the same computer.

If you do figure out how to do it, it's an exploit at best, and borderline piracy at worst. Pretty sure by agreeing to the EULA you've agreed to not even try to do this.

Use this. I ♥♥♥♥ my pants when I figured it out.

Just make sure that the owner goes into offline mode on steam before they open the game.

If you log into your account on his computer, then go into Offline Mode, then log into your account on your computer, you can both start Civ 6 and play a Local Network game. This is of course assuming you're both on the same network.

I may have misread your question. this is how I understood it.
I really doubt you can install the game and play with the same key in 2 computers in the same network (it works the same way as you had played via internet) if i get it correctly, then you need to go outside the box and that is as far as i know illegal, one license are one license, usually meant for one user. read its content what you are allowed to do and not.

Civilization has no "Spawn copy" mechanic that lets you play without a separate license for each player.

This certainly worked in Civ5.
Using one copy of Civ VI with family sharing while the owner is offline works. Did it just a few hours ago. If you wat to do it over the internet then use that evolve program I mentioned earlier. Never could get Hamatchi to work with Civ VI, maybe my fault. Either way, it is possible.
Does this still work? I can't seem to figure out local multi-player with one lic. Log into steam under same user name on 2 pcs, then (no matter the status Offline, etc) it changes the play button on one to Stream with just mirrors to the other PC.

Any help is GREATLY appreciated. Love Civ 2.

Hey, not sure if you're still trying to figure this out, but it's because you have steam in-home streaming turned on. When you have it on steam knows you're logged into the same account in two places even in offline mode. Just turn it off and you'll be able to start both at the same time :)
Ah, thanks man. I'll give it a shot!
