If this works: can you enter/create a LAN game without internet (should be possible)? can two games with the same license key connect to the same LAN game? is this tracked and is the data compared afterwards and you get repercussions for opening the game on 2 computers at the same time afterwards?
Those are the steps I would follow. But depending on how steam manages things, several of those steps could be broken.
If you do figure out how to do it, it's an exploit at best, and borderline piracy at worst. Pretty sure by agreeing to the EULA you've agreed to not even try to do this.

Just make sure that the owner goes into offline mode on steam before they open the game.
I really doubt you can install the game and play with the same key in 2 computers in the same network (it works the same way as you had played via internet) if i get it correctly, then you need to go outside the box and that is as far as i know illegal, one license are one license, usually meant for one user. read its content what you are allowed to do and not.

Hey, not sure if you're still trying to figure this out, but it's because you have steam in-home streaming turned on. When you have it on steam knows you're logged into the same account in two places even in offline mode. Just turn it off and you'll be able to start both at the same time :)
