The best deal is the platinum edition, but if you really want to buy only one expansion, buy Gathering Storm. It comes with every system added by Rise & Fall. The only thing from R&F that you gonna miss are the Civs/Leaders, wonders, natural wonders and city-states.
Hmm I guess my question would be are the Gathering Storm improvements worth the $10 price difference?
8 new civs, new leaders, new techs, new civics, new units, disasters, global warming, new ressources system ( I find this one much better) and other things. I couldn't play without GS anymore
Buy both, play the Gathering Storm ruleset. It gives you everything from both expansions and when you own Rise&Fall, you'll also get all the content from that in your game.
