I didn't participate in any vote. I'm not clear I was asked to do anything. Possibly I was supposed to click on an icon on the lower right-hand side to see some instruction?
She's only there to explain game mechanics to you. It is completely irrelevant to the current game, although she's coded to pop up whenever something linked to what she has to do happen which usually make it relevant to some degree.
