Are lumber mills effective?
I can see building them in places with no Hills and plenty of Woods, but even then, if there's no Woods then you have to wait pretty long for Conservation to kick in so you could start planting them.

Of the features that I think benefit more from Lumber Mills other than mines are Plains Tiles with Woods, Plains Hills Tiles with Wood, and Tundra Tiles/Hills with Woods.

Am I missing something?

Don't forget that lumbermills get an extra +1 when next to a river.

I love lumbermills on flat forest next to rivers. I actually made a half decent city as Canada in tundra by using lumbermilled forest along a river with some farm agacency and resources. Barely any hills. I've used them in forest with no river just because I was so desperate for production. I'm not an expert player but I find them relatively useful situationally

Yeah once you get Apprenticeship the mine is just as good (or better with Industrialization, until Steel) and you get the instant production. Plus it works with IZ (I have no idea why lumbermills don't though)

Since you can't build workshops on open tiles, I build lumber mills like crazy. When I get Conservation, I plant trees and build lumber mills. I rarely use farms if there are any coast or lake tiles I use the governor that can get aquaculture to build fisheries for food.
