Correct, the only alternative is not using that unit type.
Aside from that, the consequences of global warming are not severe enough to warrant putting any serious effort into avoiding them. In most cases you are better off just using whatever resources you need to use to advance your path toward victory as expediently as possible, and weather whatever climate changes fall out. (Sorry for the puns.)
Even with just a couple oil sources it's not too hard to maintain a modern army in the game and end up with a net negative carbon footprint for global warning through other means that they did add.
The problem with the Rail Roads is that they offer no way to upgrade to a less polluting version of Rail Roads.
Pollution is very simple. Every resource of coal, oil or uranium consumed, causes pollution. The reason or how isn't important.
When you're not consuming those resources, you create no new pollution.
And late game units require aluminium, which doesn't cause pollution.
