Producing co2 from coal and oil without having either Coal Power Plants OR Oil Power Plants!
So I thought I would go totally clean power in my game, so I totally bypassed coal and oil power - never built ANY plants, and went straight for Hydroelectric Dams but STILL I'm producing co2 from coal and oil? WTF???

Any units using those resources contribute. Building railroads contributes. Maybe others?

I guess that does makes sense, but there isn't any alternative to powering these units, either electric, hydrogen or other future technologies, Even fully upgraded units use oil.

Correct, the only alternative is not using that unit type.
There are units that don't use those resources. For example, the Slinger -> Machine Gun and Spearman -> Modern AT upgrade paths never use any strategic resources. You may find conquest difficult without using any coal or oil, but defense can be accomplished readily without them.

Aside from that, the consequences of global warming are not severe enough to warrant putting any serious effort into avoiding them. In most cases you are better off just using whatever resources you need to use to advance your path toward victory as expediently as possible, and weather whatever climate changes fall out. (Sorry for the puns.)

Since the future tech aspects of the game stick with things that are either near future plausible, or fictional (but fan favorites like the GDR), and a modern army that runs on green energy is not a near future proposition, no matter how hard some militaries are trying, I'm fine with the way the game stands.

Even with just a couple oil sources it's not too hard to maintain a modern army in the game and end up with a net negative carbon footprint for global warning through other means that they did add.

In my one Scientific Victory, near the end of the game, using the CO2 sequestrization projects by my Cities, I reduced the total CO2 count from over 5,000 by 3,000 to over 2,000. I also stopped the 2nd Sea Level Rise due to Global Warming at 10 turns to go, and kept it there while my Exoplanet Expedition was on its way which took 15 to 20 turns to get there (there are ways to speed it up considerably).

The problem with the Rail Roads is that they offer no way to upgrade to a less polluting version of Rail Roads.

Luckily rail roads only pollute when build, not afterwards.

Pollution is very simple. Every resource of coal, oil or uranium consumed, causes pollution. The reason or how isn't important.
When you're not consuming those resources, you create no new pollution.
And late game units require aluminium, which doesn't cause pollution.

I'm actually surprised that the CO2 can be stopped. I thought the mechanic was broken but perhaps it is not? In truth I have not even considered CO2 levels because I've been so focused on trying to maximize as much energy toward a victory as I could. I'd like to try something like what Dray Prescot has done.
