what should you do with Flat Desert tiles?
Cant improve them or anything so ive just been putting stuff like neighborhoods/districts on them. Is there something else I could use them for?

A city with Petra covering a good percentage of a desert in your empire can net decent results. Sand storms can deposit additional tile yield.
If you are fortunate enough to have the Nazca city state in your game, and you can become its suzerain, then careful placement of Nazca lines will make even flat desert tiles potentially very valuable.

petra, airbases, forts, windfarms, solar panels, pyramid, Nazca lines they actually have lots of uses

Also if you're Australia then paving them over with Outback Stations will make them pretty decent even with no base yields. Especially if there are any pastures nearby.

It's not so much that they have a use as they are so terrible that they're perfect for districts which remove yields. Although I did have a game where some desert storms and flooding turned a desert city into my strongest city. It was kind of insane. I actually thought the yields were a glitch at first. I made a topic about it yesterday.
