I'll pick Cocoa.

Since Nestle uses cocoa to make Smarties.

I just saw a City State with a VERY NICE and Unusual special ability for being Suzerain of that City State: it turns Bonus Resources (i.e. NOT Luxury Goods) into new types of Luxury Goods that provide amenities. EACH type of Bonus Resource that you have would treated as an additional type of Luxury Good.

Now that is a nice surprise, once I can become it's Suzerain.

I had another City State that gave a 15% bonus to science to all of my cities as long as I was at peace.

Has anyone ever made a list of all the various City State bonuses that have been observed in Civ 6?

added: I checked that City State again, and the benefit is only 1 Amenity per type of Bonus Resource being treated as Luxury good, not 4 Amenities like we usually get. But still, sometimes any extra Amenities can often make a difference, particularly when it saves a city from negative affects.

Judging by what they always want to offer the most for in trade I would say. Truffles/ Incense / Orange / Tea / Sugar in that order.

Well, rather than "one" and "observed"... there is obviously a Civ Wikia/several where one can read up on them but welp, it's not like I am fond of the Culural Bonus for trade routes to city states depending on districts in yer own city but this thread is rather about luxury resources so:

Luxury Resources only differ in terms of giving a bonus to yield, up to one science, one cultures, one science up to 3 gold, maybe 2 food... production bonus I do not recall but well, since some many can be mined...

I, who focuses on production first (where gold should not hurt but one the contrary can serve as time saver and certainly food is focus), still prefer e.g. the one(s) giving science, namely tea even though the plantation only gives 1 gold (&0,5 housing, mines and quarries do not give that).

Sugar certainly I see plenty and like to see plenty of, that's some much food there but especially the science boost early on is very important (and duck anyone lucky enough to land next to that two tile mountain natural wonder which may quite be "worse" than the one that doubles yields.

Well, Silver and Diamond may be quite neat for a little gold boost early on while giving production in any event...

Toys are obviously the worst... or maybe neat since they can't be quite pillaged? Nah, I do not think so and those from city states may net two more cities "happiness" but such is rather unreliable depending on whoever also sends envoys to those commercial city states.

Spices are the best IMO. If you manage to get them on a tile with wood you get a 3 food 2 production tile ( without any improvement!). Citrus is also pretty good IMO, 4 food without any improvement can help you grow fast in the beginning of the game.

Perfume, Toys, Cosmetics, and Jeans (denim). Are the 4 luxury resources that can NOT be found on the map, but you can get from Great Merchants. If you get your hands on them, all of the AI immediately want to trade for them. The Great Merchant gives you 2 of each one, except for Toys, you only get 1.

I disagree. You listed all the least valuable luxuries. While every luxury provides amenities to cities the differential factors are how you harvest them. So the ones you listed only provide amenities. I would also include cloves and cinnamon from Zanzibar on that list. Cocoa, cotton, diamonds, silver, and truffles provide +3 gold.
Coffee, Jade, marble, silver provide +1 culture
Citrus, spices, sugar provide +2 food.
Dyes, incense, tobacco provide +1 faith.
Gypsum, and ivory provide +1 production +1 gold.
Mercury and tea provide +1 science
Salt provides +1 food +1 gold.

Also if you could pick the belief that gives you +1 faith from pastures to increase some of thier yields or the luxuries that require a mine could count as the adjacency bonus for industrial zones.

Anyways apart from all of that I would not say any one luxury is better than the others. If you have it improve the tile asap.
