Costal City cannot build Harbour District

So i started my first Civ 6 game as a random civ and got the Vikings. Settled on the cost. Planned to go strong navy. Get great lighthouse etc.

Finally get harbour districts. Try to build one, but it doesnt let me even though i have a tile right next to my city.

My plans for my civilization are fked!

Someone care to explain why this coastal tile is not valid?

You can't build districts on luxury resources.

the harbor district is built on a water tile. i think you're trying to build it on that empty land tile (?)

you''ll probaböy have to buy an empty coast tile, though. i don't think you can build it on top of the 3 water resources you have

I just confirmed that you can build a harbor on a tile next to a cliff. So you should be good to go, once you buy the sea tile.

Yep. And YOUR units can embark over the harbor built next to the cliff, but enemy units cannot, unless they have the promotion.

You can remove the luxury resource if you feel you must...

No you can't. You can only remove strategic resources.

You can't cut down pearls like you can with practically any resource on land using a worker? Where they permanently harvest the resource in exchange of reward?

Only Bonus resources can be removed like this (e.g. sheep, cows, stone, copper, bananas...)

Luxury resources cannot be removed, neither can Strategic ones.

I see - I've never had the need to remove a resource personally. Just noticed the option was there for the worker.
