Catapults - Move + Attack w/out Expert Crew promotion?
Anyone else been able to move a catapult and attack in the same turn without any promotions? Not that I'm especially complaining... hehe... but I'm just not sure if this is a bug or some feature I'm missing. I've been able to do this pretty reliably. Description says:
Cannot move and attack on the same turn unless they've earned the Expert Crew promotion.

Did you have a general? The extra move seems to allow it, but I'm not sure if it's really supposed to. I've noticed this, but figured, with the extra move, if catapult/bombard still has 2 moves it can shoot.

Yes on the roads. No mods. Would the roads matter?

Perhaps. What I have found is that most things in Civ6 that cannot move and act, actually cannot use one complete movement point and act. As long as you use less then 1 movement point, you can still act after it.

Oh... yeah, maybe it's the general. That makes sense. Still seems like it goes against design, but as long as it's consistent I'm good with that :)

Yeah, in most cases with the general + road I was able to have remaining movement points.

I definitely remember them specifically adding General capability. Though I think it was mostly to deal with the unintended interaction where moving an applicable General into range of a siege unit that hadn't moved, and thus had 2 movement points left, would render them unable to fire on that turn because it thought they had moved due to having 2/3.
Moving then attacking is different from attacking then moving. This is not a bug. I have been playing with catapult positioning just so I can 1-turn cap cities. As long as the catapult have movement points and has not attacked yet, they can attack. The exception here is that different bombard type units don't have the same traits. A catapult can move then attack but an artillery cannot.

If you're able to move any of the siege units and then attack without either a great general or Expert Crew then something is wrong with your game. That includes the Catapult.
