Sounds like a bug.
I had a naturalist asleep for a while and woke him to make a natural park late in game, no issues.
If when you select the naturalist, a park diamond lights up, then that means he can make the park, all requirements are met. If the icon didnt show, definitely a bug. Only thing I can think of, is you were not standing on the right tile to do it. Should have taken a snapshot to show.
Yes wish took snapshot. I was standing inside the diamond and no option, not even greyed out. Moved him in and out for ten turns trying to set it up. The new naturalist was able to set up the park in the exact same spot.

If that city's Cultural Border (Sparta) claimed those tiles first it's possible as they extend out to 5 tiles per city. This could be the case if Pharsalos was built long after. He could have used one of those great people as well that Culture Bomb tiles. There is also a mod out there that extends your borders faster than normal.
