Reallocating amenities
Is there a way to force amenities on a city. SOrt of apply which ones you want to go where?
I just moved Amani to city and now its way over the amenities I can use there.
Or does the game auto balance these at some point?

Amenities are handled automatically. You have no way to manage amenity distribution manually, aside from things like choosing where Amani is assigned.

The game does auto balance them. However it may not be picking up that Amani is in a new city and that amenities need reallocating. Should rebalance next time you acquire/lose amenities from a luxury or build an entertainment building or gain/lose a city.

Unless I am missing something obvious... Amenities are on a per city basis. You can't just take some from one city and transfer it to another.

Amenities from districts/buildings and most other sources are, as you say, specific to a city. However amenities from luxuries are not. Amenities from luxuries are applied to those cities that need them most. If, for example, you build a zoo in an entertainment district (or the Colosseum or a national park) then several cities will gain amenities and no longer require some of the amenities derived from luxuries to keep them happy. Those luxury amenities are automatically reassigned to other cities that need them to stay happy.

In general this is correct based on my long game observations.
However there is one exception.
Using Amani with her amenities promotion that adds +4 to the city she governs does not cause any redistribution of luxuries. That city if it was content or higher before will now have +4 more than needed with her at the helm.
I'm not sure if this is a bug or by design.
Feels like an oversight in coding. Not what I was expecting.

Having a surplus of amenities boosts a city. So moving Amani to a city is a way to add bonuses.

Yes true, but I was hoping to have her "replace" amenities and have those other four luxuries currently in the city available for other cities.

So, let me see if I understand what you guys are saying... Luxuries only provide ONE amenities each? So if I have 5 cities I need 5 copy of whatever luxury to get the full bonus?

One Amenity supplies one luxury to 4 cities. Copies of that lux can be traded since they have no other lux value to you.
The distribution of where those lux get applied is distributed to cities in the most need.
Amani throws that off a bit. So I was hoping there was some sort of mechanism to manually assign the lux.

What I'd be hoping is that such basic game mechanics were actually explained in game. The Civiclopedia is sadly a pure joke, might as well not even have one...
