Directx and High Dynamic Range

There's definitely a significant difference in brightness between 11 and 12 in favor of 11. I play on a monitor with HDR and have noticed that on 11 HDR is on whereas on 12 it's off and I can't turn it on. Does everyone see this clear difference in brightness between Directx 11 and 12 or only people with HDR monitors? 11 looks better because of this but it causes Twitch streams to stutter whereas Youtube seems to be fine. Weird.
