how do I stop a Revolt from happening?
Built a monument and I have a governor place but still get the angry fist!

There are some civic policies that will add loyalty. Outside of that keep cities close together and build buildings that add to population.

If you take over cities in "clumps" it usually helps. Try taking 4-5 cities right next to eachother. they will give lotalty pressure to eachother and its easier that way. At least I find that easier.

And garrisoned unit and govenor is helpfull untill you get most cities in the area.

Your main source of loyalty is population from both the city itself and your cities in a 9 tiles range. Invest on growth and be sure the city is being influenced by more of your cities, a city alone in range of other Civs cities is hard to keep. If you're conquering, conquer at least a couple of cities next to each other, that will increase your influence and decrease the other Civ influence. Target the most populated cities if possible. If you're not conquering, settle more cities in range and invest on growth.

Monument, governors, amenities, policies, all that help but the system is mainly based on population and ultimately it's what will let you keep cities.

Having sufficient amenities will help, but really everything people have recommended above as well as ending the war as quickly as you can, and getting the city growing population again by shifting them to food production and adding a trade route are the best ways to stabilize cities.

ou get +3 loyalty if your city is happy (1 to 2 amenities), +6 if it's Ecstatic (3 or more amenities), -3 if it's displeased (-1 to -2 amenities) and -6 if it's under unrest (-3 or less amenities).
A big thing is to also take additional cities around it.. they are the ones making your city revolt in the first place (as well as amenities+ high population).

Generally when fighting other A.I. you want to take the capital first, or right away.. as that will produce the most counter loyalty that will just flip their cities back to them.

In the original civilization when you changed from 1 compatible government to another the cities wouldn't revolt, but if you changed from incompatible government like Freedom to Dictatorship you would have to go through a period of anarchy, also taking a civilizations capital would have a random chance of starting a civil war within that civilization. So revolts was and is part of the game and I am glad they brought them back. Always check and make sure your cities are not next to a civilization that has a better religion than your cities, if one of your cities is close to a religious city of another Civ or city state, they will likely be unhappy unless they are in that civilization and more prone to revolt. A city that goes into civil unrest is a city that is not happy and if they are kept in that state increases the chance that city will revolt and if that city revolt other cities in your civilization may also be unhappy if 3 or more cities revolt its called a civil war or rebellion.
