Canada not on Civ leader List

Wilfrid is missing and wont let me pick Canada as a civ

A) Do you own Gathering Storm? Canada is part of that DLC, and you must own it to play as Canada.

B) Is it installed? If so, you should see the Gathering Storm background at the main menu. It depicts various disaster-related themes, including a volcanic eruption. If you aren't seeing that background at the main menu, but you have bought Gathering Storm, then it may not be installed yet or it may have installed incorrectly.

C) Have you ever used any mods? If so, and you still have them installed, one of them may be interfering with your ability to select Canada. Remove all the mods and try again. If that doesn't work, or you had already removed all the mods but still were not able to select Canada, then one of them may not have uninstalled correctly. In those situations I would recommend performing a clean reinstall of the game.

It also should be near the top of the list, at least in my game all the new gathering storm civs are at the top of ones to pick.
