No, those are the major civs
Started up a game to give you a better idea, far top right of the screen, there is a series of faces, those are major civ, go right there is a series of blue 'buttons' one looks like a planet with leaves under it, the next should look like a capital building. Hover over it and it should say city states

Take huts as fast as you can. Cities have a colored border around them
