When playing the Ottomans, there are a total of eight governors available. You will need to have all eight unlocked and established in cities to get the achievement.

I haven't tried it personally (no way to test since I have already unlocked the achievement), but it also might be possible to play a game using a pre-Gathering Storm rules set to get this achievement. The Ottomans were introduced with Gathering Storm, and require GS to be available. I assume that when playing earlier rules sets the achievement would unlock without needing to play the Ottomans and without needing to get eight governors.
you might have to wait until industrial era for it to pop.
or, as someone else have mentionned maybe if you sent a governor to a city state, it doesn't count. reassign it to one of your cities
The devs seem hard-pressed enough keeping up with preventing new features they introduce from conflicting with old coding. The achievements are probably something they fob off on unpaid interns at Firaxis, and all the interns are now busy working on Civ 7, so forget about the achievements ever being deconflicted. They didn't even bother to add new achievements for all the new leaders in the latest pack.
to get the achievment in "gathering storm"-DLC you need to play as Suleiman/Ottomans and have all 8 Governors (including suleimans special one) active before the industrial era starts
and they never patched it. "AAA" studios are the worst.
