Advance to unlock the Carbon capture, and you can turn your industry over to pulling pollutants out of the atmosphere.
Once the ball starts rolling, there's little you can do to stop it, just slow it down. Especially if another civ catches up and starts burning coal in your place. You just have to plan your games so you advance quickly enough to keep your cities safe, without polluting too much before you get there.
change this line in DLC\Expansion2\Data\Expansion2_GlobalParameters.xml

i set mine Value to 10 put it to 0 and no flooding EVA.
