Unless you are going to war with that civ anyway, the Inquisition is probably the easiest way to deal with the situation... although, banning rock music (as gtomkins1 just mentioned) also works and has the added benefit of preventing that civ from getting tourism from you at all. If you have access to that policy card (it is unlocked by the Atomic era civic Space Race) then that might be even better.
These sound like powerful abilities, and in the right situation they can be, but it is important to realize that usually they have little-to-no impact on the game. Using an Inquisitor to reconvert one of your own cities is trivial; effectively the rock band has only cost you one Inquisitor charge. Recovering from the loyalty decrease is only an issue if the city is already losing loyalty; most cities have positive loyalty pressure, and may recover that lost loyalty rather quickly. Unless your opponent is in a situation where converting a city or lowering its loyalty will have a significant impact, you are probably better off choosing one of the other promotions that will increase the ability of your rock band to survive (which neither of those aforementioned promotions do).
If you don't use that card, and use a 3-charge Apostle to start an Inquisition, then you can buy Inquisitors but there is no science penalty. Naturally, you also do not gain the other benefits of the Inquisition dark age policy card.
