The recommended spec is for a quad core 2.5GHz, which is only slightly faster than the CPU you have. So I would not expect a problem.
More critical is the graphics spec of your computer> Civ VI places heavy demands on graphics so you probably need to be looking at the recommended graphics spec, rather than the minimum.
The turbo boost is pretty irrelevant. It only gives slight boosts to processing power when a bunch of criterea are met.

Whether the processor enters into Intel® Turbo Boost Technology 2.0 and the amount of time the processor spends in that state depends on the workload and operating environment.
Availability and frequency upside of Intel® Turbo Boost Technology 2.0 state depends upon a number of factors including, but not limited to, the following:
Type of workload
Number of active cores
Estimated current consumption
Estimated power consumption
Processor temperature

an i5 > than an i3 in almost all cases.
The i3 clocks faster, but an i5 has 2 additional cores, among other changes. Also note which generation of i3 they are referring too.

So just to clarify, anytime i find a game with an i3 requirment, my i5 should run it?
Yes, you are way over the requirement. An i3 is an entry level dual core processor. In the recommended requirements, they ask for an i5, 4th generation.
You have an 8th generation i5.
The core speed is only relevant if you are running a very old i3 laptop, with a 1.8 Ghz processor or something similar.
