Unless you are building them wile not having enough power to supply the cities. In which case they would do nothing.
Each upgrade is 1 light year per turn.
So 20 upgrades makes it like this:
Launch turn 1
Build 10 upgrades in 10 cities 10 turns = 10 light years traveled.
Next 10 upgrades is 110 distance traveled
So after the second batch it is 2 turns to win.
Overall it was 32 turns to win.
I fail to see the point to a limit of one per turn because that means you would never be able to catch or pass soeone who launched before you.
One is the LaGrange Space Laser which is 30 aluminum.
The other is the one that requires 3 power from the city.
