At what turn number does 1 year = 1 turn? I mean, you're probably right you must eventually get to that point but it's probably pretty far up in the turn counter. For the vast majority of the game multiple years are going by with each turn, even decades.
If you get to the science victory part, you'll notice that it needs 50 (IIRC) light years to reach the victory for you. Default it travels at 1 light year per turn, thus essentially you needing 50 turns to reach victory.
These are the turns that OP is talking about.
This is separate from the years per turn that pass on the game map.
And before you can launch the exoplanet expedition (it's at the bottom with the other city projects if your city has a spaceport district), you must first complete the other science victory-related space programs (Earth satellite, Moon landing, Mars colony).
After launching the exoplanet expedition you will be able to build the lasers. I'm not completely sure about the ground-based lasers but the ones that are launched into orbit also require a spaceport district if you want to build them. The lasers are also under the city projects tab just like every other science victory-related sub-project.
