And if not, then the tiles are probably owned by different cities. All 4 need to be owned by the same city to make a National Park.
You do need to be able to move a naturalist onto a tile that will be within the park boundary. With most natural wonders you can't do this but the underlying terrain of the Pantanal is marsh so you can move units onto it.
I don't even know where the command to build it will show up. It has to be hi8ghlighted first, the naturalist has to stand on a hex, but where does it say "build national park"?
Ok, so go into the citizen assignment for your city and make sure it owns all of the tiles where you'd make the park. You should see an option over the tiles the city doesn't own to "swap tile". And yeah roads don't make a difference for national parks.
The problem was it had to be in the SAME CITY. Doesn't matter if both cities are yours, they must be the same city and all the hexes must have "charming" appeal...which is +5, I was thinking it was +4. That wasn't the problem though, natural wonder they were be +5 automatically.
You CAN'T SEE the appeal of hexes until you build a city there and look through the settler's lens. Hard to select a spot like that. Should be easier to find.
