I find it varies greatly depending on the number of resources that are available both in the game in total and to the specific civ you are dealing with. Sorry I know that isn't the answer you wanted.
And also keep in mind, that 1 luxury building provides 4 luxury goods, while a city can just have 1 of the same type. So if you've like 3 diamonds, but just 6 cities, then you're actually wasting one of your luxury goods. Just ask every other civ and give it to the one who is paying the most for it. Even if it's just 3 Gold per month, you'll get still more out of it by selling it rather then just keeping it in your inventory where it waits for you to get your 9th city.
See I was finding that 7 per turn amount a LOT more consistently in 5. But now that I am playing 6 almost every offer I get is low ball.
