Top Secret Diplomatic visibility

I'm playing as France and I've built intelligence agency using most spies for counter espionage and some for stealing art and recruiting partisans. I don't do anything to increase diplomatic visibility. How come I have Top Secret access everywhere seeing even what is being produced everywhere and how many turns left. What's the point of those listening posts then. Feels somehow OP espionage not even talking about those tiny millions of notifications about everything. I also have no foreign trade routes 12/12 are all local.

There are a variety of things that increase diplomatic visibility beside the spy mission. Once you reach max diplomatic visibility, the spy mission is genuinely pointless.
