Just in terms of world Congress votes, you can either overwhelm them with a massive expenditure of diplo favor on these votes, and/or avoid losing the three points by voting hard enough for somebody else to gain the points (only one proposal can carry, either someone loses or someone wins points), and/or concede the three points and make it up by winning the other votes,

It's easier to just vote against yourself, since you know that's what the AI will do. You need to vote for the winning option to get a diplo point and you know the winning option will be lose points with you as a target, so just vote for that. That's what you should be doing once you reach the modern era, use all your favors to guarantee the 2 normal resolutions points and just vote against yourself, to even out the congress. Once you got 18-19 points, the game will add the points you win in a congress, the victory will trigger and only then it will subtract the points you lost, which won't matter since you already won. So the objective is to get 18 points, then even out the next congress to trigger a victory.

Trying to win the diplo vote is something you should only do if you're desperate, everything went wrong and that's your last hope. Depending on the amount of players, it might be winnable. It will be easier after the first post-modern congress, since the AI will waste a lot of favors voting against you. At this point, you might consider the warmonger route, to eliminate some voters and improve your odds.

OP, diplo victory is all about building the wonders that give points, progressing fast through the tech and civic tree, and mostly important, winning normal resolutions on pre-modern congresses. Use all your favors then, don't save for later. Be sure you can win those points or you gonna rely heavily on Aid requests, which isn't reliable since it's luck based. You can predict what the AI will vote for, there's a pattern. Pay attention on how the AI vote on each resolution, try to figure out why. It isn't random.

Once you get close to the 20 points you need to win, the AI civs start to vote you down pretty consistently.

The other set of things you can do is to make the final push by means other than winning votes. You can build wonders that grant points up to one turn away from completion, but then hold off until you're just a few diplo victory points shy (statue of Liberty is four points, it's late in the game, and it isn't usually impossible to get because of the competition to build it) from a win, then put the wonder back in production to finish it. You can also win competitions and emergencies that award points.

That's a good idea havent thought about voting against myself. And I also destroyed biggest hater too. I also find it annoying half of AIs about 5 demanding gold per turn like every 5 turns while they have no means to take it. I play on Marathon so that's very often. Annoying to go trough refusing deals and clicking goodbyes
Wiping out a civilization is a good way to make everyone hate you, and having people hate you is a good way to get them to constantly make demands.
