Do you need 'Rise and Fall' if you buy 'Gathering Storm'
I'm finding it hard to get a definite answer on this, as I understand it Gathering Storm has everything Rise & Fall has outside some Civs and wonders. Is this correct?

All gameplay rules from R+F are included in GS. Buying R+F will provide some civs, wonders, and I think scenarios.

Thanks. Why would anyone buy it then at the standerd price, also i'd have felt a bit miffed if i had brought Rise & Fall only to see it was included in their 2nd expansion. Unlike what they did in Civ 5

Well, those civilizations and wonders that one cannot access without R&F, for one.

There was a time when GS was not released, as well.

The exact same thing was done in Civ 5 and Civ 4 btw. For Civ 4, BtS included the gameplay rules and elements from Warlords.

With Civ 6 this has been continued. With Gathering Storm you get the gameplay rules and elements from Rise & Fall. For the actual content, you still need to buy R+F. Content includes things like scenarios, maps, civilizations, natural wonders, wonders, city states, etc.

Fair enough, i didn't think the religion aspect was included in Brave New Word if you didn't have Gods & Kings.

If you didn't buy it when it came out, then presumably you're going to buy it when it is on sale and pay substantially less.

The reason it works the way it does (with the previous expansion being included in the second one) is so they can build on all the mechanics instead of trying to keep it all separate. Some of the Gathering Storm civs have mechanics that work directly with the core mechanics from R&F (loyalty and government district/governors). They also rebalanced a lot of the governors to work better with the new GS mechanics. So it's just easier to include it all instead of trying to separate everything. It's a lot more fluid and interconnected that way.

I like it and I think it's more player friendly this way. But you're right that no one should really be buying R&F by itself anymore. But it's 100% worth it in one of the full bundles when they go on sale.
