There isn't. A lot of people are quite unhappy about that. I have the deluxe and can only buy the gold edition as a gift, not for myself, because I already have some of the content.
OP - you would have to buy the civilization and scenario bundle to get the 6 minor DLC, then the Rise & Fall expansion to get everything currently released. The Gathering Storm expansion will not be released until February 2019 and there is currently no incentive to pre-purchase.
I "believe" that some of the keyseller sites may offer "complete" bundles that will allow you to purchase what you don't have (except GS). I don't know for sure so you will have to look into that yourself, assuming you are willing to buy from a keyseller.
(if you cannot buy it because you own the base game, first calculate if this is the cheapest option, if so, delete the current game from your account, then buy this bundle)

Not, afaik, if you own the base game (or deluxe). If you can now buy what you don't have with this option then it has been changed since it was initially released for the last Steam sale.
Total: NOK 929,94,-.
NOK 599,- for the original game.
Grand total (so far): NOK 1528,94,- (ca 160 Euros).
Ouch.
