Thinking over it, you may also need to hover over the production in the city to see the production for that unit. I *think* the main production number may stay displaying the non-adjusted rate.
This goes for all production percentage bonuses from policy cards (I don't know about the one from the belief that gives production for every follower)
but if you pick liang early (which few people recommend) and put her in a city with high production (20+) you will net an extra (3-charge builder) every 2.5 builds or so. Compare that with (whatever other policy card) and (whatever other governor bonus) and you just barely break even. my math. i think too fast. Magnus is almost certainly better if your aim is fast tile improvement, just chop 2 builders and part of a granary.
I usually "need" like 4 builders, ever, before feudalism and most times at least one is captured (i capture them, not mine captured). It's completely redundant with Aztecs played aggressively.
But after your explanations I made some tests and yeah, the amount of production
and cost remain but the units is produced faster.
Now I can use it correctly
